How can I get my PC to use all 8 CPU Cores instead of just 4 CPU Cores when running Boinc? - xeon cpu fan

I have a Skulltrail motherboard and have recently had a second processor. My hardware manager shows 8 CPU cores contained in transformers, but none of my programs seem to be able to see more than 4 CPU cores. How do I get my PC to the attention of the cores 4 more correct so that you can run Boinc 8 cores in place 4th
